I recently had the privilege of meeting with Sorin Grindeanu, Romania’s Minister of Transport and Infrastructure, to discuss the transformative potential of the Port of Constanța and Romania’s infrastructure advancements. Our discussions focused on three critical areas:
💠Port of Constanța's Development and Investment Opportunities: We explored the port’s pivotal role as a Black Sea logistics hub, bolstered by its heavy-lift and roll-on/roll-off (Ro-Ro) capabilities. The conversation highlighted robust international investor interest, aligning with Turnbull Services’ advocacy for Constanța as a vital gateway for Ukraine’s rebuilding efforts.
💠Infrastructure Enhancements, Including the A7 Motorway: We reviewed Romania’s ambitious infrastructure projects, notably the 500-kilometer A7 motorway linking Bucharest to the Ukrainian border, targeted for completion by 2026, and a €1.7 billion railway modernization initiative. These advancements strengthen Romania’s logistics network, facilitating faster access to Ukraine and reinforcing Turnbull Services, LLC, SRL, SH.P.K’s pitch for Romania as a strategic hub.
💠Regional Connectivity and International Partnerships: We discussed Romania’s bilateral agreements with countries like France and Serbia to enhance transport corridors, including Danube navigation and cross-border road/rail links. These partnerships elevate the Port of Constanța’s accessibility and appeal, solidifying Romania’s role as a trade and investment destination for U.S. firms and regional reconstruction.
1. A7 Motorway Plans

Romania’s ambitious infrastructure projects, notably the 500-kilometer A7 motorway linking Bucharest to the Ukrainian border, are set to transform regional logistics. Targeted for completion by 2026, this €1.7 billion project will enhance connectivity to the Port of Constanța, facilitating faster access to Ukraine for reconstruction efforts. 2. Sorin Grindeanu’s Leadership

Minister Sorin Grindeanu, a visionary leader with a background in mathematics and informatics from the University of Timișoara, has been instrumental in driving Romania’s infrastructure renaissance. As Minister since November 2021, he has overseen the contracting of over 760 kilometers of motorways and expressways, with €4.7 billion invested in 2022 alone. His flagship A7 motorway project promises to streamline logistics and trade, while his strategic foresight in the Port of Constanța has doubled Ukrainian grain transit capacity to 4 million tons per month and secured a landmark agreement with Dubai’s DP World to transform the port into a premier Black Sea hub for cargo and vehicles. These achievements reflect his commitment to positioning Romania as a vital artery for regional commerce.
3. Danube and Danube–Black Sea Canal

Turnbull Services has long championed Romania as the most critical geographic hub for Ukraine’s rebuilding, surpassing saturated markets like Poland. The Port of Constanța’s capabilities, combined with the Danube River and its canal network providing direct access to 10 European countries, make it an unparalleled staging ground. Minister Grindeanu shared insights on the port’s ongoing enhancements, including railway modernization and a renovated broad-gauge railway to the Danube port of Galați, facilitating Ukrainian cargo transport. 4. Romania’s Strategic Opportunity

The timing of this meeting was ideal. Minister Grindeanu’s openness to international partnerships, evidenced by agreements with France, Serbia, and DP World, signals Romania’s readiness to welcome American investment.
